The Neo Death Eaters are a group of Wizards both from the past wizarding wars and now who are banding together. It's a collect group looking to shape the world in their image by slowly gaining power in not only the Ministry of Magic in England but in other countries. Those closest to the Dark Lord will be looked to for guidance but all in all no single person is given more power than the other- that was after all how they failed the last time.
